Local Government Reorganisation and Devolution in Gloucestershire - Government Consultation

The Government wants to deliver a two-tier model of local government across England, i.e. principal unitary and town and parish. Over-arching this with combined ‘executive-mayor’ led authorities covering regional areas. Gloucestershire County Council has worked alongside the six districts within the county on a devolution bid to the Government to create a unitary tier, the model of which is yet to be determined, but could be on a single countywide basis or split in two i.e. Gloucestershire East and Gloucestershire West or urban Gloucester and a rural Gloucestershire.

The Government is now consulting the public on this proposal at:  https://www.gov.uk/government/consultations/local-government-reorganisation-in-gloucestershire This consultation seeks views on the local government reorganisation proposals that have been submitted to the Government by the councils in Gloucestershire.​

The consultation closes at 11:59pm on 26 March 2026.

 It is important that the local council sector is fit for purpose in being able to work effectively in partnership within a two-tier local government structure and can deliver local services and provide resources at a local community level.  Cirencester Town Council will act as a champion for the residents of Cirencester to ensure the town gets the very most of the opportunities of devolution. This will include consideration of the acquiring of assets such as car parks, buildings, and services from which revenue can be raised to reduce the reliance on raising a precept through the council tax.
