The UK seems either regularly to be flooded, or experiencing economically-damaging droughts, and yet everyone complains that water bills are exorbitant whilst Local Authorities and the Environment Agency are incompetent.

What’s the basis of the problem, and can technological innovation make our water systems more robust in the face of future climate uncertainty?
